If nothing happens but according to god’s will how is there free will, God misleads whom He will and whom He will He guides” (Q. 14:4) “The Lord has created and balanced all things and has fixed their destinies and guided them.” (Q. 87:2)

God created the world, along with its laws and principles, and then granted humans the freedom to make their own choices. While nothing occurs without His permission, this doesn’t mean everything is directly ordained by Him. He allows people the option to disobey or commit wrong, and this happens with His consent.

The verse you referenced pertains to creation and its physical laws, not the concept of free will.

Quran 14:4 is a statement of one of the dealings and practices of Allah with humans, which is subject to some conditions according to Quran.
