If the leaders have imposed a rule by not following which no other human being or country’s infrastructure is getting harmed, is it still a strict requirement to follow that rule or just encouraged? What’s the severity here in this case? Is this still a major sin?

Major sins are obvious. They included grave consequences like shirk, murder and adultery.

If no such henious crimes and harm are involved, they are not major sins.
