    Salam, is it true that if a woman does not properly covers herself than the person accountable for actions is her father or brother or husband in the next life.

    Or is it a duty of a wali to make sure her wife or daughter cover ups otherwise he will be held accountable

    There is no concept of Hijab in Islam. Men and women are asked to dress decently. And that is it. However if women have adorned themselves, they are asked to cover their adornments except for what stays exposed like face hands. They should cover their chest. See verse 24: 3.

    If a man or woman doesn’t comply with these instructors, they are responsible for their actions. Islam doesn’t make ones responsible for the acts others, except when one is responsible for the wrong doing of other.
