Defining Muslim State
According to Javed Ahmad Ghamidi, jihad requires the authority of a Muslim state, and organizations like al-Qaeda and ISIS cannot act independently. What is the fundamental difference between a Muslim state and such organizations? Is acquiring land, free from the control of any other government, the main requirement for an organization to be called a Muslim state?

The people should choose a leader to rule over them. In a state of chaos, the first thing to do is to work on establishing democratic, unanimous leadership. Private organizations do not have a public mandate.

“If the majority of people in a village support al-Qaeda’s ideology, can they claim to establish a Muslim state, even if the village is under the control of another ruler? For example, if the majority of people in Punjab, India, want independence and seek to establish their own country, can Punjab claim to be an independent state, even though it is still under the control of the Indian government ( hypothetically if Indian government is not democratically elected but is instead based on heredity)?”
