In the end of the below mentioned video, Ghamidi sahab says I have not right to judge who is muslim and who is not. What if the same question arises in Muslim nation with shariyah. What if non muslims begin to say that they are muslims when they are not. Does the state have to drop jizya off them and put zakaat over them? Or do we have to judge that time

When one claims he is a Muslim, he invited right and duties of a Muslim. A Muslim government can ask him to pay zakat.
