No. If It is then it means that the Adam and devil have no volition. They had to do what had been ordained. On the other hand, Adam and Satan accepted the responsibility of their actions as we do. God created the world and He knows in advance what is going on happen but He did not make everything happen. He let the courses of action take place and whenever He likes He interferes.
