Can we read the Quran in the mobile device to lift the mobile in left or right hand by performing the prayers in every rakaat?if yes how if not we why So?

It is allowed. You can read from a copy the Qur’an, too, during prayer. readind the Qur’an is required and desirable in prayer, it is not disallowed to read the Qur’an from a copy of the Qur’an or mobile phone.
