If I pledge a certain amount for a mosque expansion project on the 27th night of Ramadan in a Western country but later feel that the funds are not being used appropriately, is it permissible to break the pledge, even if I have already contributed 20% of the pledged amount?

To make a pledge is not recommended. However if you have made one and find that the donation is not beings used appropriately you can back off and spend your intended amount of donation in something else.
