In Islam, we are instructed in Surah An-Nur to lower our gaze and guard our modesty. As per a previous discussion, @Irfan76 sir mentioned that a Muslim man can go to places like beaches where women might be wearing bikinis or dressed immodestly, as long as he controls his gaze and intention. However, what about places like mixed-gender saunas in countries like Germany, where people are completely nude and private parts are openly visible? Would it still be permissible to visit such places—even if one tries to lower their gaze—like some public saunas in Germany where nudity is common?”

The same principle would apply except that controlling gaze is more difficult when there is nudity around a person. It would be recommended to stay away from such places because it is more likely that one would be exposed to the nude environement despite restraint. Watching nudity or exposing nudity falls within ambit of Fawahish.
