What is required is that we look at the opposite gender with Ghaz-e-Basar. This means that our look should not be with a malice and should not be with an intention to look at the physical features of other person. If our gaze is free from this, then we can look at the opposite gender while talking to them or for other work related matters. And while talking, we always look at the face and this is where we should look at. Our gaze should have modesty in it.

If a person has modesty in his gaze but looks at another part besides the face like the hair would he be sinful. Essentially sometimes you might get a look at a woman’s hair or neck like in public or while watching a video in which woman are present the video might have been taken from an angle where you cannot see the face clearly only something like the back of the head where they would normally be hair. I have heard that Ghamidi Shahab has said that the awrah of woman is from below the neck and including the upper arms till the knees I think (I might be wrong about wether it’s till the knee or not I’m not really sure) so if one has modesty in the gaze and is not looking for the wrong reasons if he looks at the areas that aren’t considered awrah would it be fine?. I have no problem with just looking at the face but sometimes due to different situations you might have to look at another area.
