Is reading quran compulsory for all the muslims? If it’s then what about people who can’t understand it? Is it only for those people who have intellect(aqal) because other can’t understand it?

The Quran was not a difficult book to understand. It was revealed to all people. The ordinary Arab people, who were illiterate, listened to it and understood it.
To learn Arabic is not necessary for everyone, but every Muslim should learn what the Quran says. They can use translations of the Quran.
The Quran is not all about technicalities, that is the portions left for scholars, most of the Quran talks about the matters that do not involve technical skills to understand it.
