Ahadith are the indirect narrations; therefore, they cannot be an independent source to determine an independent Hukm. The Quran has made it clear that Tahajjud is not obligatory on common Muslims; it was obligatory to the Prophet only.

The narrator might have misreported it, or the prophet was just encouraging the Muslims to say the Tahajjud.
