    It is the opinion that the sin that are done boastfully or rebellious in nature aren’t forgiven 7:40-41

    But those sin when a person do them out of weakness and asks forgiveness just after are forgiven

    What if a person who did those sin boastfully but later he realized he was wrong and repents wouldn’t he be forgiven

    A sincere repentance earn forgiveness. We know that that people who opposed the prophet for long were forgiven when they sincerely converted to Islam.

      Then why it is generally said that they won’t be forgiven who arrogantly disobey Allah both in Hadith and Quran

    It is for the sinners who did not repent. The one who repents is no more a sinner.

      In Quran at most places I see that when Allah announces something general He then adds “except those who repent….” But in this verse there is no exception why?

    Exceptions are not always repeated. They are understood.
