In the Qur’an, Allah mentions the change of Qibla from Jerusalem to Mecca as a test to distinguish those who follow the Messenger from those who turn away. If this test was specific to that time and those people, why do Muslims today still face Mecca in prayer?

Also, I’m curious to know how we can tell if a Qur’anic verse applied only to people of that era or if it is meant as guidance for all Muslims for all time. Is there an easy way to figure this out?

Read the verses related to change of qibla. God repeatedly emphasise to face toward Kaba wherever the Muslims are.

It is the cause or illat of the directove that determines that the directove is general in nature of specific.

Isn’t the illat in the ayah to distinguish between the faithful and the unfaithful, and it happened right there? Why do we still continue to hold onto that direction ie Mecca?

This is because God did not change it later. Historically, the Kaaba had always been the Qibla. Bait al Maqis was appointed Qibla for a while to test Bani Ismail, and then the old traditional Qibla was restored to test Bani Israel. The Quran says that on the occasion of changing the Qibla, the people of the Book knew that the appointment of the Kaaba as the Qibla was a fact (Al Haq).
