Enslavement of noncombatant outside the battlefield is not allowed right?

-I have seen some claims that a muslim back in the day can go to a city of disbelievers and buy any slaves or children there, as long as there isn’t a peace treaty with them. Regardless if they were enslaved illegaly through debt or kidnapping. This was an option since slave markets used to exist. To me this is troubling since we will be economically supporting potential kidnappers.

    Can someone refute this please

In Islam, no free man or woman could be enslaved.

However, existing slaves were purchased and sold.

The Quran gave the choice of freedom to slaves through the law of Muktabat. According to this law, slaves could buy their freedom from their master, and the Muslim government was obliged to finance their freedom through the zakat fund, under the category of Riqaab. However, most of the slaves did not choose this option.
