    Assalamualaikum.

Is it haram to break laws that are just written on paper but are only rarely or never even enforced ? Like, here in Pakistan, they don’t usually stop underage (14-17 year old) boys from riding bikes locally , and sometimes , they don’t even stop them on main roads.

And other things like piracy , which are done privately. Can I break them if I have a little to no chance of being fined, arrested or anything?

Also , according to some scholars , piracy is not haram if not used to earn money. Like , if used privately abd non commercially.

Does it mean that as long as the piracy is not used to earn money for myself , it’s halal? Can I use the pirated thing , like games in public areas and unis etc and with friends etc? Because according to schokars’ definitions, I didn’t fully know what’s personal/private and what’s not.

You already know how our country is.

Such acts can be categorized as minor offences, like gunah-e-saghira. One should avoid them, too, but one should not bother much about them being sins.

How are they even minor sins?

What I meant was that… I took references from existing fatwas. Like , many scholars view that piracy is NOT even a minor sin. And I already hold that view. I’m just asking extension on that. Does the personal/private and non commercial use of it mean that I can use it publicly if with a few people or a few hundred people?

And don’t do scholars have differences about the breaking of laws that are written only on paper but aren’t usually followed? Like , assim al Hakeem viewed something like that the law, if breaking it is normal, like going above speed limit , on an open road and I’m ready to pay fine, it’s not haram. He held something like that. And maybe other scholars would. So, is breaking the types of laws still a minor sin?

It depends upon the intensity or consequence on a violation that makes a sim big or small. The person then has to decide in such matters with his conscience.

In my conscience for these matters , there’s no way I’d be fined or arrested. Though , I still naturally fear police arrest on the underage bike thing when they pass nearby. So , am I clear?
