This is prohibited due to element of gambling involved in it.

I am not sure how gambling is involved, bonds I am talking about have two elements of payment firt is principal amount at the maturity and an interest amount at the end of each period like 6 months or 3 months.

There is another type government bonds in which government issues a 100 rupees bond at discount price means a value of 100 rupees I can buy at 98 ,there is no interest and at the end of maturity period I get back the full 100.
