Why should He (sws) had?
Azan is an act of calling on behalf of head of the state, so its only appropriate that someone should do it on behalf of the head of state.

Prophet were the Khalifa of the nation.

And as head of the state, He(sws) used to lead the prayers. Azan in my understanding, is an act of calling on behalf of the head/khalifa/leader.
