If we see movies that are to do with crime- even the burglars who go into stores and frighten people and steal things don’t seem like they deserve something so drastic as having their hands cut off. It’s just unimaginable for me that such a drastic action be taken.

If a group of armed men go into a bank and rob it, should their hands be cut off?

If a lone couple go into a store and steal from the cashier?

If neither of these constitute this punishment, what is an example of a crime that does?

Personally, for the examples I listed above, I would think that jail or prison would be the maximum, with a heavy fine at the lower end.

It is explained by Ghamidi in the annotation that this punishment is extreme and will apply to a habitual thief who deserves no concession as the word thief is an adjective which doesn’t include occasional stealing. This of course is the discretion of the judge to decide it for an accused.
