In the Quran, it is stated that, Don’t kill your children in the fear of poverty.

People generally use this for having as many kids as they want, but as we see with the current circumstances in the world, with scarce resources and an increase in poverty, how can we educate people on this?

Abu Dawood, Kitaab al-Nikaah, 1856 hadith can be interpreted as to use contraceptive if both husband and wife agrees and has no permanant damage to organs(Scholar endorsement needed)
The practice was known as Azal and it has not been prohibited by Prophet Mohammad saw.
However, once life has been given to child, you cannot kill them as they have same hurmat as of grown human being.

    Although I will add something
there is another hadith which says

“Marry the one who is loving and fertile, for I will be proud of your great numbers before the nations.” (Narrated by Abu Dawood, 2050)

Or Quranic verses (15:6, 7:86, 11:6) which can be interpreted to encourage birth rate.

It will be better, if a scholar can tell what should be the correct view.

I think that Ghamidi sahab very clearly stated in reference to that hadith that such riwayahs should be analyzed in the context of the entire framework of religion. This is true for all riwayahs, because every riwayah is tied to it’s context.
