According to the above definition of bureaucracy, it looks against islamic system which is supposed to be based on “amruhumshurabanahum” principle. However in many democratic countries bureaucracy works under the elected representative of the country which makes it aligned with islamic values to an extent.

“amruhumshurabanahum” principle is only great for electing our desirable legislators.
But to run Govt. Departments, beyond being expert in their field, Executive branch should be an ethical judge (mufti or qazi) to oversee state affairs, that might be somewhat close to Caliphate.
