O you who have believed, do not take your fathers or your brothers as allies if they have preferred disbelief over belief. And whoever does so among you – then it is those who are the wrongdoers.
Q1: How does this ayah applies in current time? Or was it only meant for the time of revelation?
Q2: If a man born in Muslim family but does not fast, does not pray, does not pay zakat, does not read Quran but only being a Muslim because he was born in “so called Muslim” family will he also be considered as “Kafir” and if he is one of your family member & if above Ayat is universal applied in all ages, are we then supposed to cut our ties from our family members?

Quran verse 9:23 should be read in passage 9:23-9:27. Also it must be understood that this passage appears in a chapter that deals with the final punishment rendered on the deniers of the message after the culmination of truth (itmam-e-hujjah).
If we have a family member or a friend who doesn’t act according to God’s commands, our job is to empathetically help him and guide him whenever an opportunity presents. The verse you referenced is about those who had rebelliously denied truth in-spite of recognizing it. These people were promised a punishment in this world if they denied, way ahead of time. Today we have no way of knowing if someone denies the truth out of arrogance or they have some legitimate misunderstanding. It is for God to decide that on the day of judgement. For us, severing ties with our relatives is not allowed.
