God is compassionate indeed, but within the bounds of Justice. When justice demands punishment, that punishment ought to be implemented. One attribute doesn’t negate the other and sometimes not providing justice goes against the very nature of being compassionate as well. If God is unjustly compassionate to one party, that means injustice towards other party. That is why, all the sins, except for istakbaar (ego and arrogance in front of truth) when done infringing any right of God may be forgiven, but all the sins committed infringing rights of other human beings are subject to forgiveness of that victim as well in addition to being forgiven by God. Istakbaar is a kind of crime that justice demands should be given the maximum punishment. Since we humans have a very clear concept of Justice but no agreement on when complete justice should be deemed served. Therefore, it is only God who can deliver the ultimate justice.

Please also refer to the second question to the following link for explanation on magnitude of punishment on the day of judgement (starting from 28:30)
