At-Tahrim – 66:1
Arabic
يَٰٓأَيُّهَا ٱلنَّبِىُّ لِمَ تُحَرِّمُ مَآ أَحَلَّ ٱللَّهُ لَكَۖ تَبۡتَغِى مَرۡضَاتَ أَزۡوَٰجِكَۚ وَٱللَّهُ غَفُورٌ رَّحِيمٌ
An-Nisa’ – 4:80
Arabic
مَّن يُطِعِ ٱلرَّسُولَ فَقَدۡ أَطَاعَ ٱللَّهَۖ وَمَن تَوَلَّىٰ فَمَآ أَرۡسَلۡنَٰكَ عَلَيۡهِمۡ حَفِيظًا
Both titles are used. So which one is he صلى الله عليه وسلم ?

I think all rasool are nabi as well but all anbiya are not rasool

Yes so why are both words used? Is the duty of a nabi different to the duty of a rasool?

Prophet Muhammad SAW was both a nabi and a rasool. The details have been explained before:

As a person is it different? Because wherever in the Quran we are told to obey him صلى الله عليه وسلم we are told to obey the Rasul. And when he is reprimanded eg in surah tahrim he is always called nabi.

That’s a great observation, I have not looked at it from this angle before. But of course, it makes sense that in his position as a rasool – a direct vicegerent of God on earth he had to be obeyed.
