…”The meat of sacrificial animals can also be eaten without any hesitation by those who have had them slaughtered and can also be used to feed others. The words used by the Quran: (22: 36) فَكُلُوا مِنْهَا وَأَطْعِمُوا الْقَانِعَ وَ الْمُعْتَرَّ (eat from them your selves and feed those also who [are needy but] show content and those also who come to ask in unease,(22:36)) explicitly point to this conclusion”…

If the Quran is saying: “پھر جب (قربانی کے بعد) وہ اپنے پہلوؤں پر گر پڑیں تو اُن میں سے خود بھی کھاؤ اور اُن کو بھی کھلاؤ جو (محتاج ہیں، مگر) قناعت کیے بیٹھے ہیں اور اُن کو بھی جو بے قرار ہو کر مانگنے کے لیے آجائیں۔”

How can we conclude that all the meat can be eaten by ourselves?

Because the word used in the Quran is “اور i.e. and” and not “or”.

These are Masarif of the meat of Qurbani. They define uses of the meat but do not necessitate fulfilling of all the masarif all the time. A close example would be Heads of Zakat mentioned in Quran 9:60, not all Masarif of Zakat are required to be fulfilled all the time, but Zakat money can only be used for these Masarif similarly, Qurbani meat can only be used for the said purposes however not all the masarif need to be fulfilled all the time. Some circumstances may invoke fulfilling of one use and others may invoke fulfilling of the other use and sometimes mutiple uses can be done for the meat. Just the way all meat can be given to the poor and the needy, similarly all the meat can be eaten by ourselves.
