Who Can Issue A Fiqh Ruling?
No offence to anyone just a question that I want to get a ruling for something I am dealing with. If e.g I can get the ruling from a Sir Khalid Zaheer who belongs to Al Mawrid, I want to know if he has an authority to issue a fiqh ruling or the ruling he will give will be based on the understanding of Al Mawrid institute or Sir Javed Ghamidi?
