    I have read Ghamidi sb’s view on itmam e hujjah and its application on Romans and Persians. I have a few questions. These empires and their residents as per the law of itmam e hujjah were meant to be subjugated and not killed (like mushrikeen). But we see many Persians and Roman soldiers were killed in the battles. I also want to ask that it is quite possible that many of the Roman/Persian soldiers remained unaware of the truth till the end (many of them were simply following their commanders) and were still subjected to the punishment. Please clarify.

    The term Itmam-e-Hujjah refers to completion of proof at a national level (‘quomi satah pai‘), starting from the leaders/rulers and trickling down to lower layers of public. Quran acknowledged this fact that there was a possibility that someone from lower ranks might not have heard the message completely and when someone says this, Muslims were ordered to drop their weapons and convey the message first and give that person time to make a decision (Quran 9:6). There’s no reason to believe that Sahaba (rta) didn’t act according to this directive of Quran. Adressees of itmam-e-hujjah who subjugated themselves to Muslims for Jizya were not to be killed, but those who didn’t agree to this condition were ought to be killed.

      Thank you Umer bhai. Would it be right to say then that Itmam e Hujjah is applied to a nation on a collective level and not on an individual level, where the party of believers is saved and the party of disbelievers is perished. Because during azab the children of disbelievers, despite being innocent, die. Similarly it is possible that proof was not completed over some Roman/Persian soldiers due to one reason or another but they still died when the punishment was inflicted on their nations.

    It is already told in Sura Tawba that at the time when the final verdict to launch a comprehensive punishment on the polytheists had come , the Muslims were told that there might be some one who doesn’t know Quran if he asked for peace give him peace and escort him to his place.

    The decision on national level is taken at national level.

    Moreover at that time it was a general norm that people were under the leadership and influence of their leaders, when they had refused there was little chance for common man to go against them. Still they were given chance wherever it was possible to listen and accept the invitation of Islam.
