Praying Silently During Salah
I have heard that one must move their tongues AND lips when reciting prayer silently. Is there an opinion that it is sufficient to move the tongue without moving the lips?

There is not ruling on it. It is personal choice. What you feel more natural to you, you can adopt that way. However, it is found good to recite the prayer. It helps you maintain your concentration.
