If you have washed your hands in the beginning then you can wash from wrist to the elbow and if not, then you have to wash hands till elbow as well.

Is it okay if a person starts by washing their hands and then after washing their face, when they are washing their arms, they wash their hands again? JazakAllah.

Sure, I don’t see any problem with that.

But many scholars say arms starts from fingertips so it is obligatory to wash the whole hand below elbow.

That is correct, but if you have already washed the hands in the beginning, then you can simply wash the arms later. You can also wash the arms from elbow to fingertips again.

Please refer to the commandment of God, in verse 5:6, and try to understand the message when God is directly talking to us:

5:6 O you who believe, when you observe the Salat, you shall: (1) wash your faces, (2) wash your arms to the elbows, (3) wipe your heads, and (4) wash your feet to the ankles.

This is the entire method of wudu. We should appreciate God and be thankful to him that He has revealed easy and clear verses for our guidance, and not complicate things unnecessarily as this counts as ingratitude just like Bani Israel used to do by asking countless questions on simple commandments of God.
