Implemention Of Salah By An Islamic Government
Assalamualaikum
In an article in books” selected essays of Javed Ahmad Ghamidi” in the article “implementation of Shariah(Islamic law),he wrote that “Not even the state itself has been permitted by Islam to use the force of law to coerce people into fulfilling any obligation of purely religious nature except the mandatory prayer and alms (al-salah and al-zakah)”. What are his evidences for implementing Salah and Zakaat?

Verse 22:41 gives this mandate to the government of the Muslims. However it doesn’t mean that people are forced to say prayer. The govt will establish the system to facilitate and oblige people to say prayer. However, it cam force people into paying zkat.

Ghamidi sahab wrote this in its Tafseer, and he used the words (paband banayen ge), which can include forcing also. So if this ‘paband’ is the right interpretation and they can force then ,then
How can Salah still be the individual matter only which a person can do with its own will to establish relation with God?

The words used by Ghamidi Sahab are ‘Aur apnay Ummal ko bh uska paband banain gai‘ which refers to representatives of the Government and not Public in general.
