The Hadith regarding non-acceptance of Salah with legwear hanging below the Ankles is as follows:
Abu Hurairah said: “while a man was praying letting his lower garment trail, the Messenger of Allah (ﷺ) said to him: Go and perform ablution. He, therefore, went and performed ablution and then returned. He (the prophet) again said: Go and perform ablution. He again went, performed ablution and returned. A man said to him (the prophet): Messenger of Allah, why did you order him to perform ablution? He said: he was praying with lower garment trailing, and does not accept the prayer of a man who lets his lower garment trail“. (Grade: Da’if (Al-Albani))

This Hadith is weak (Daef) and therefore cannot be used as a basis for argumentation.
The prohibition relates to Hanging of Izar (Tehband) which arrogant people used to hang below their ankles as an expression of their vanity, therefore it became a symbol of arrogance of that time to which Prophet (SWS) asked Muslims to be extremly careful about that outlook and to not adopt it. Since our modern day clothes do not create such an outlook, therefore this directive doesn’t apply to them. However, if one is wearing tehband (Izar) even today, then one should be more cautious and not let it hang below ankles.
