Use of loudspeaker is not a necessity for Azan therefore, Azan can be given without a loudspeaker. It is an administrative matter which is to be decided by the state because administrative matters surrounding mosques, facilitation, arrangement and congregational gatherings in mosques are responsibilty of an Islamic state.
