    Asslamualaikum..My question is: Whether muslims can wage jihad against the government if the government oppress muslims (like in Burma these days) and the muslims are living in minority in that particular country?

    Jihad can only be done when the Muslims are organized under a government, and the government feels that it has capacity to win the war.

    It must be made clear that the confilct between Muslims and the non-Muslims should be of persecution: threat to life, property and honour for having faith in Islam or practicing it, or for other basic rights. Political or cultural conflicts which arises presenday between different communities are sometimes do not fulfil the criteria of persecution. These are sometimes confilcts of political interests and rivalries and due to over sensitivity to communal identities which lead them to fall into a conflict.

    So what are muslims supposed to do in that case, get killed, tortured or get banished? If muslims uses arms against the oppressor then it will be more like a self defiance?

    if rightfully persecuted, the weak Muslim community is asked to migrate from the place if possible then it is obligatory, and if migration is not possible, then they have to say face the persecution with patience and pray to God to send help for them. It is the responsibility of the Muslim state and it is obligatory on them to come to rescue their Muslims brothers and sisters.
