Abu Huraira reported: The Messenger of Allah, peace and blessings be upon him, said, “The strong are not those who defeat people. Rather, the strong are those who defeat their own ego.”

عَنْ أَبِي هُرَيْرَةَ أَنَّ رَسُولَ اللَّهِ صلى الله عليه وسلم قَالَ لَيْسَ الشَّدِيدُ مَنْ غَلَبَ النَّاسَ وَلَكِنَّ الشَّدِيدَ مَنْ غَلَبَ نَفْسَهُ

Hmm…How about despising of people in this world who do not obey sharia or who damage a person on personal level.
Example: We might hate a theif and despise him, or we might despise a scammer who cheats from credit cards or we might despise someone who backbite or betray us or spy on someone etc.
Will these be also counted in “ghamtun naas” ?

No overarching verdicts can be given in that regard as every situation is different with a countless number of parameters. One person might see someone stealing and find an opportunity to help the culprit be a better person, while another person might feel hatred for the culprit based upon his previous negative experiences. Each person will be dealt with by God according to their own knowledge, situation, sincerity, etc.
