Does non Muslim need a Muslim to recite kalma after him in normal circumstances or He/She can do it alone without having any Muslim witness And Who has right to give a new name to a person who reverted recently And It is important to have a new name Even though there is no shirk in his/her old name.

There is no requirement to change the name if there is no aspect of polytheism in the existing name. Once a person sincerely accepts the message of Prophet Muhammad SAW even in their own heart, they are already Muslim. Public pronouncement of kalima is a social requirement so that others consider the person as a Muslim as well.
