Hadith is called weak due to weakness in its sanad, that is, the chain of narrators. The text has not role in declaring a Hadith weak or not.
There is no independent ruling in any Hadith. Ahadith are the application of ruling already described in Quran and derived from the perpetual practical sunnah of the prophet.
