Hello according to Ghamidi sahab ,threshold level to pay zakat on salary is that if government declare your income as taxeble income then you would pay zakat on it .. now the issue is that as its a human made laws so its different everywhere , in pakistan threahold level is 6lac per year but in USA its almost 30lacs pkr per year .. now if i see that 6lacs per year is really not good to even live the life so how would a person pay 10% of zakat in it too !!

There is no such threshold in the U.S. In 2023, the minimum federal tax rate for individuals in the U.S. is 10% for annual incomes up to $11,000.

10% Zakat is not due on everyone; it is only due on production made with only labor or only investment. The mode of production back in the time of Prophet Muhammad SAW was through land (farming). Today, production takes place in many other ways as well, for example, through services provided by individuals or companies, as well as through employment. Ghamidi sahab has, therefore, made an ijtihad that all such activities that produce wealth should be subject to Zakat.

If in a given country the lowest income tax bracket is non-existent or very low then people have the right to work to persuade their governments to change the law. However, such a bracket could not have been established through divine decree because it has to vary with time and according to the economic conditions of a country.
