    If one says: “O Allah! I will do such-and-such a thing”. Will this be regarded as a “qasam” even if the speaker does not utter any qasam-words?

    No. This is a promise but not a formal oath so Kaffar on him if he breaks it however it is not good to break the promise with God. If one does that one needs to apologize to God.
