    In some verses, Allah swt speaks in first-person type of sentences, when He uses “We” or “I”, while in other verses, “He” is used for pronoun and are in third-person sentences. Does this mean that Quran, being a creation of Allah, is speaking and telling us about Allah and His plans when the verses are of third-person type? While in other verses Allah swt is speaking directly to us? What could be the wisdom behind this switching back and forth between first-person and third-person type verses?

    This is the stylistics of a literary expression. If you read good literature, you find such literary agencies adopted by the authors. It entails many meaningful implications. In the exegesis of Tadabbur e Quran by Mawlana Islahi and Al Bayan by Ghamidi Saheb this has been discussed at many places.
