    Is breaking a law that is not enforced and taken lightly a sin? For example, driving license laws are not enforced seriously in Pakistan. Is following the law still mandatory in this case?

    Any offense that leads to transgression or usurpation of the rights of others amounts to sin. Preemptive measures are taken to prevent any such happening. However, man is sinful only when the actual crime is committed. Negligence to getting a license may lead to sin if one harms someone.
