in this video Ghamidi Sahab says that there’s no Tawbah with keeping this house, and money must be returned to its owner. my question is that what Ghamidi Sahab meant to focus here? did he mean that returning money is necessary condition for Tawbah? or did he mean that house must be sold for Tawbah to be acceptable too?

Like if that person for example takes loan from someone and gives returns money to all those people one by one to from whom he had taken bribe. and then slowly slowly got rid of debt, will his Tawbah be accepted?

and will his keeping his house after returning money to their respective owners be halal for him?

If one has sincerely repented and made good any loss caused to the victims of bribery and asked their forgiveness as well, then hopefully Allah will accept his tauba and that house will be halal for him. But in the absence of necessary cash, the only option is to sell the house and then pay from that money.
