Assalam o alaikum,
I know lottery generally is considered gambling. The reason is that someone wins at the expense of someone else’s loss. However, does that ruling apply for H1B visa lottery and DV lottery?
In these visa lotteries, it’s still the same that everyone apply for it paying some fee and then a few people win while others don’t.

I do not know the details. If the matter is same as in gambling, the same ruling will be applied. It will be haram.
