Therefore We ordained for the Children of Israel that he who slays a soul unless it be (in punishment) for murder or for spreading mischief on earth shall be as if he had slain all mankind; and he who saves a life shall be as if he had given life to all mankind. And indeed again and again did Our Messengers come to them with clear directives; yet many of them continued to commit excesses on earth. Surah Maida ayat 32

If someone writes an anti Islam book or pass blasphemous comments on prophet or Allah aren’t they spreading mischief in the world so is the concept of killing those who are blasphemous towards Islam correct or not?

Fasad fil Ard has a specific meaning. Ghamidi Sahab explains it as crimes that creates anarchy and challenge the law where people are afraid to leave their homes where zina becomes rape, where theft becomes robbery, where murder becomes massacre. Punishment for Muslims in Qur’an who commit these crimes is exile, crucifixion or having their limbs cut off from alternative side to be as an example.

Insulting someone, holy or not, is not one of those crimes. However, Blasphemy is one of the crime that Allah sanctioned for Himself (other including shirk and kufr), He going to punish it personally. We don’t have the God-given rights to punish anyone for it.

But if you insist that it is a ‘spreading mischief’ then you may as well label any crime with that and we can start crucifying anyone we think is ‘spreading mischief’ so the logic isn’t sound and rather dangerous.
