Zakat In Non Sharia Country
According to Islam, since we live in a country where Shariah isn’t implemented and we already pay taxes to the government (like in my case in India), do I still need to pay Zakat, which is 2.5% of my property, or is there a different ruling?

Taxes are counted as zakat paid, as both serve the same purposes for which zakat is charged that is to run the state and for the welfare of the society.

Taxes are used for many purposes like construction of roads , milatary, research etc ,
But according to Quran the categories where zakat is intended to be distributed:
1. Al-Fuqara (The Poor)
2. Al-Masakin (The Needy)
3. Amil Zakat (Collectors of Zakat)
4. Mu’allafat al-Qulub (Those Whose Hearts are to be Reconciled)
5. Ar-Riqab (Slaves)
6. Al-Gharimin (Debtors)
7. Fi Sabi-Lillah (In the Path of Allah)
8. Ibn as-Sabil (The Wayfarer)
These categories represent the recipients of zakat as outlined in Islamic teachings, ensuring that zakat funds are used to support those in need and promote social welfare.

There categories inclusive of all collective matters. For example construction of roads falls in the category of Ibn sabeel, the wayfarer. For details see my article on zakat.
