    Not being a religious scholar, can I still tell others religious rulings that I learned by listening to an actual scholar? I know somewhere in the Quran, God is told us not to go out and start teaching Islam unless you are a proper scholar. What are the limits for a someone who is not a scholar when telling others religious rulings? What should be done?

    The verse you cite is about the duty of Inzar which needs a deep understanding of religion. This is about inviting people to Islam and reminding them of their duties. However, sharing your knowledge is a good thing. The holy prophet is reported to have said that narrate from him even if it is a single verse.
