    In 28:46 Allah says “And you were not at the side of Mount Ṭûr when We called out ‘to Moses’. But ‘you have been sent’ as a mercy from your Lord to warn a people to whom no warner has come before you, so perhaps they may be mindful.

    In this ayat it is clear that no Warner before our Prophet Muhammad (SAW) came to the Arabs. However, we know that Ibrahim (AS), Shuaib (AS) and Ismael (AS), they all preached Islam in the area of present day Arab, as ‘Rasool’ or ‘Prophet’ whose basic duty was to warn and give glad tidings.

    Were they not Warners?

    This is about the people who did not receive a warner for a long time: See the translation of the complete verse:

    When We informed Moses of Our decision [186] [O Prophet,] you were neither present on the western side of Ṭūr nor were you among the observers of this incident.[187]

    But We raised many generations; then a long period of time passed on them [and they forgot Our reminder; so with God’s grace, it is you who is reminding people]. You were also not present among the people of Madyan, while reciting out Our revelations, but We had decided to make you a messenger.

    [Hence you are narrating their incidents as well]. And you were also not present at the side of Ṭūr when We had called Moses but with the mercy of God you were informed of it as well in order that you warn those people to whom no warner came before you so that they pay heed.[188]

      According to your reply (translation of 28:46), Allah raised many generations and then a long period of time passed after which they (the people) forgot the reminder. It is for these people Allah says that no Warner had come before our Prophet.
      According to the Quran 35:24 “…and there never was a people/community/nation without a warner having lived among them (in the past)”. It means a Warner was sent for every people/community/nation in the past (when the Quran was being revealed).
      How does the translation of Quran 35:24 reconcile with that of 28:46, that for several generations no Warner had come among these people?
      As per tafseer, Surah Fatir (35) was revealed (Middle Makkih Surah) before Surah Al Qasas (28; towards the end of Makkih Surahs).
      Kindly, clarify.
