Nafi said Abdullah bin Umar used to hit small stones to those who were not practicing rafayadain in ruku and after ruku [Juzz Rafayadain al Bukhari no:15, Imam an-Nawawi said chain is authentic Majmoo Sharah Mudhab 3/405]

If rafa ya dain is an non obligatory practice why did ibn umar do it?

It is not obligatory, but Abdullah bin Umar was known for his strict adherence to the Prophet’s practices, whether they were regular or occasional. His response reflects his effort to emphasize this particular practice of the Prophet, ensuring that people would not neglect it completely.

@Irfan76 can you provide any authentic narration(s) suggesting sahaba prayed w/o rafa ya dain?

Emphasis on Rafa Yadayn suggests that it was not an obligatory part, or a frequent practice, and people used to say prayer without it. The cited tradition itself confirms it. Saying prayer without Rafa Yadain was a normal practice, therefore Rafa Yadain which was not so common, was emphasized by some.
