To pay zakat is compulsory, only. To feed the poor can be a form of it. Making arrangements for them to enable them to earn their livelihood can be another form of it. If the person has resources, one should participate for their well-being. When you pay zakat, you are no longer answerable. Additional Charity earns more pleasure from God.
