I heard in a clip from Ustad Ghamdi that sitting alone with a non-mahram is a sin, but as long as one does not commit zina, it is not punishable. If something is a sin, then why is it not counted, especially when there is a hadith about the context?. I also know about little sade-Zarya ehkam. If someone repeatedly violates the sadd-e-zariya (preventive measures) without crossing the boundaries set by Allah, what will be the penalty for this?

Repeated violations of Sad-e-Zarya (preventive measures to avoid sin) worsen the case. Persistently displeasing God can lead to punishment or admonishment, but this punishment may not be as severe as that for actual Zina (fornication). Similarly, in worldly legal systems, if a person hasn’t committed zina, they are not subject to the hadd punishment of 100 lashes; instead, a lesser penalty is applied.
