qil ibn Yassar (may Allah be pleased with him) said: the Messenger of Allah (peace and blessings of Allah be upon him) said: “For one of you to be stabbed in the head with an iron needle is better for him than that he should touch a woman who is not permissible for him.” (Narrated by At-Tabarani in Al-Kabir, 486. Shaykh Al-Albani classed it as authentic in Sahih Al-Jami, 5045.) -

It is about the bad touch. Forbidden things are prohibited for a reason. When reason is not found, the prohibition doesn’t apply. Therefore, every scholar allows a doctor to touch the woman to examine her.

Sheikh Yusuf Al Qaradawi has explained that hadith in great details. The authenticity of that hadith is questionable, but even if we assume that the hadith is 100% authentic it still doesn’t prove that all touches are prohibited but only lustful touches are as further explained by the sheikh.
